Looks to me like a NZP piece or at least made from their parts .. tubes probably a gen2 same as in a Baigish 6 or IPN51 rifle scope, originally ran on 6v they can handle 9v but you run the chance of blowing the rectifier .. so id use a 4xAA nicad pack
